OpenLayers Map Development

I'm looking for an experienced OpenLayers developer to assist me with creating an interactive map. The map should have the following features:

- Drawing Markers: Ability to place markers on the map.
- Adding Polygons: Ability to draw and add polygons.
- Popups on Markers: Display information in popups when markers are clicked.

Additionally, I need specific interactions:
- Clickable Markers: Markers should be interactive.
- Hover Popups: Display popups when hovering over markers.

The map background should be a street map, and I need to set a constrained extent on the map.
