Moodle LMS Redesign Implementation

I need an experienced Moodle developer to rebuild our LMS so that it mirrors the structure and look laid out in the Figma file below. The visual style and graphics in the mock-up are the non-negotiable centrepiece, so every colour, icon, and layout element must match the design exactly while still sitting cleanly on Moodle’s core architecture.

Core scope
• Build a custom theme from scratch that carries the new UI across dashboards, course pages, and other pages.
• Develop or extend plugins where the design calls for functionality Moodle does not provide out of the box.
• Run full QA, performance optimisation, and provide clear deployment documentation.

Acceptance criteria
1. All screens visually match the Figma file on desktop and mobile break-points.
2. Theme passes Moodle coding style and installs with no core overrides.
3. Admin, Instructor, and Student roles work as intended in a fresh Moodle install.
4. All custom code is commented and delivered through Git.
