Install OpenCart State Tax Plugin

I need help adding a state-tax calculation plugin to my OpenCart store and configuring it so everything runs smoothly for one specific state only. The plugin must go beyond simply applying a rate—it has to generate clear tax reporting inside the admin panel and respect any tax-exempt customer groups or products we flag.
