Info Site with VAT & PDF Tools

I need an informational website that presents my content clearly and, at the same time, gives visitors two practical tools:

1. A VAT calculator that performs simple VAT computations and lets users switch between inclusive and exclusive amounts. Accuracy, speed, and an intuitive input/output layout are essential.

2. An in-browser PDF editor offering text editing, image insertion, and form-creation capabilities. Users should be able to open an existing PDF, make the above edits, and download the updated document without leaving the site.

Please build the full front-end and back-end so both tools load quickly on desktop and mobile, use modern, well-supported libraries, and fit seamlessly into the site’s design. When you hand it over, I expect:

• A responsive informational site with the VAT calculator and PDF editor fully integrated
• Clean, documented source code and deployment instructions
• A brief user guide that shows the calculator workflow and each PDF editing feature in action
