Ilani CCM - eBook Reading Web App Creation

We are looking for a skilled web developer or agency to build a fully responsive, mobile-first eBook reading web app called Ilani CCM.

The purpose of the app is to help users (especially Tanzanians) read CCM political manifestos and national documents online for free. The content should be presented in Swahili, and the design should reflect the visual identity and colors of Chama Cha Mapinduzi (CCM).

The app should include:
Animated Welcome Page
With Swahili greeting text
A "Start Reading" button
Book Library Page
Sections: Popular Books, Manifestos by Region
Search functionality with filters for region, year, and sector (e.g., health, education)
3D Flipbook Reading Mode
Allows users to read books using realistic flip-page interaction
Navigation buttons and bookmark feature
AI Chat Assistant ("Msaada wa Ilani")
Users can ask questions like “Ilani ya CCM Arusha kuhusu afya”
Chatbot should respond using Swahili and pull data from uploaded PDFs or documents
