Haulage Document Portal Development

I need a straightforward, web-based portal that lets our haulage business collect, store, and retrieve delivery notes in one secure place. The core requirement is document submission and storage—nothing fancy like live tracking or compliance dashboards at this stage.

Key flow
• Managers and customers each have their own login. Managers can upload or scan-attach delivery notes immediately after a load is completed, while customers log in later to view or download the same files.
• Drivers will not use the system, so the interface only needs two role types with permissions to match.

What I expect as an end result
• Clean, responsive front end where a delivery note can be dragged-and-dropped or captured from a mobile camera and instantly saved.
• Simple search and filter (by date, job number, or vehicle reg).
• Secure storage with basic version control so a replaced file never disappears by accident.
• Admin dashboard for me to create, edit, or deactivate user accounts and set password rules.
• Codebase that can be deployed on our existing Linux VPS (PHP/Laravel or Node/Express are both fine; suggest what you are fastest with).
• Clear instructions for first-time setup and ongoing backups.

Once those pieces are in place and tested in staging, I will sign off, and we can look at future phases like real-time status tracking or formal compliance reporting.
