HTML to Joomla Theme

I already have a static HTML site and I need it converted into a clean, fully installable Joomla 4.x template. The visual design is finished; what I’m missing is the Joomla structure—component and module positions, overrides where required, and a neatly organised SCSS/CSS file set that matches the existing look without deviation.
