Fix Google Cloud Issue

For some reason website is down, this is the error we are getting:
"Failed to start cefaliesq-1-vm: Operation type [start] failed with message "The zone 'projects/soy-blueprint-268221/zones/us-west2-c' does not have enough resources available to fulfill the request. Try a different zone, or try again later.""

Need this fixed NOW please
