Purpose
This proposal seeks approval to design and implement the Central Budget Build (CBB), a secure,
web-based internal budgeting tool that modernizes the budget formulation process. The system will
replace spreadsheet-driven workflows and improve usability, transparency, and efficiency through an
intuitive, visually consistent interface.
Background / Problem Statement
The current budget formulation process relies heavily on spreadsheets, email, and manual
consolidation. This approach creates inefficiencies, inconsistent submissions, limited workflow control,
and minimal real-time visibility for leadership. Existing tools are functional but not designed with user
experience in mind, contributing to confusion and rework.
Proposed Solution
Develop a secure, web-based internal budgeting tool that allows authenticated users to submit, review,
approve, and track budget requests. The system will use plain-language prompts, hide technical
accounting structure, support structured workflows, and serve as a single source of truth for budget
development.
Why External Support Is Needed
The project requires expertise in web application development, workflow design, data structure, and
user experience and graphic design. A short-term consultant will ensure the system is implemented
efficiently, designed correctly from the start, and handed off cleanly to internal staff.
