Developing "Buying Request and Sell offer" section For business directory website

www.businessinfolink.com is a business directory website which lists businesses. It has Joomla CMS version 3.9.25 installed. The website presently has a “Post your Buying Requirement “ form in the home page. Now we are having the following modification and development work to be done in this form.
1. In the “Post your Buying Requirement “ form, the fields phone no, e-mail, Name, State, City will remain as such. Remove company name, address, and country fields. Replace the field “your requirement” with “Product / Service description”, quantity, unit fields. Replace “Get Quotation now” by “Save Request”.
2. The above information posted by the Buyers ,should get saved in a database titled “Buying Request” accessible and editable through Joomla Admin Area. System should create a unique reference number for each Buying Request posted and store the reference number along with “Date of posting” in the database. The date of posting will serve as the field to decide the order of displaying the boxes. Presently the system also generates 2 mails to admin, which should continue.
3. The latest 6 “Buying Request” boxes will be displayed in a Module created below the present buying enquiry form at website home page, with older listings at inner pages, connected through a “View More” button. Each inner page should have up to 50 buying enquiries. Once one page is full, the oldest one should move to the next page connected through clickable “Next” button.
4. The boxes should show the product/service required, quantity, City, Date of posting, and a “Submit offer” button. On clicking the button by interested sellers, it will display a form to enter the company/business name, phone no, email id, city of seller, product description, quantity, price rate, and unit. After filling the same, solving captcha, ticking the terms and conditions box, and clicking “Save” button, it will send a mail with the entered data to admin and the entered inputs will be saved in a “Sell offers” data base accessible through Joomla Admin Area.
5. Admin will have the access to publish/ unpublish/delete any of the “Buying Request” or “Sell offer” from Admin area and cPanel at any point of time.
6. The design created should be fully responsive for proper display and viewing in mobile devices.
After the work , it will be tested by submission of “ Buying request “ and Submission of “Sell offers” in response to it and checking that above functions are working as described. People who have done similar development work in a Joomla website or having the needed skills to do so, may only apply.
