Develop or build a web app

A freelance web developer is required… For an online classes management dashboard to work on developing a PHP Laravel web app.. Or start from scratch a similar app if you use a different language if the cost is reasonable. It will be for 3 users: Admin, teacher and student. The current project details and the required updates are in the attached excell sheet.
