Design a software that can lookup card balances

I need someone to help me design a piece of software that will help me to lookup card balances and ensure that the balance on the gift card matches the balance given in a spreadsheet.
Essentially I need you to be able to scrape a Google Sheet with various gift card numbers and then look up those gift cards on various websites. These might include brands like Footlocker, Nike, or Home Depot. This software may need to solve captchas and be able to use proxy IP addresses to be able to perform a number of lookups.
