Custom Web Development for Auto Sales Platform

I want help to make a website somewhat similar to cars24.
functionality :
1. seller post the advertisement of the car to sell with details like photos, make and model etc
2. the posted advertisement goes to the registered buyer the seller opt for (category of buyers - Dealer/Individual). Like if he wants the advertisement to be shared with dealers only or with individuals only or with both also with filters like location etc.
3. Buyers gets the notification about the advertisement and interested once will place an initial bid.
4. Out of all the received bids, top 3 bids or 5 bids (whatsoever option the seller choose) will be shown to the seller.
5. Selected buyers will get the notification to inspect the car within the mentioned dates.
6. Post inspection, selected buyers will post their final bid.
7. Out of the final bids, seller will finalise the one buyer who will be notified to make the payment within the mentioned date and pickup date will be finalised.
8. once the car is picked up, Seller will upload the sale documents and buyer will close the request with the photo with the car received.
9. if sale document by seller and photo by buyer is not uploaded, either of them will not be able to post/view the 3rd advertisement.

Check: Buyer will only be able to view next advertisement once the ongoing request is closed with the photo.

Registration:
Seller - name, gst no, location (only one city or multiple city), contact person email id (multiple), respective contact numbers, product (car/bike/commercial - multiple select)

Buyer - Name, gst no, shop photo, location (only one or multiple), contact person email id and phone number, category (car/bike/commercial - multiple select)

verification mail to the email id (only official no gmail or yahoo etc).
