Custom Package Tracking Website Development

I'm looking for a developer to build a custom website that allows me to manage and track packages for my clients in Haiti, in partnership with a US-based shipping company called Pintopaq.
Here is what I need:
Background
I am a logistics agent based in Haiti.
I have a business client code with Pintopaq: PQ-068655.
My clients use this code when ordering from websites like Amazon, Shein, Temu, etc.
When a package arrives at Pintopaq, I receive the email notification, but I don’t know which client it belongs to, because the emails don’t include the customer's name.
Expected solution – BLIC Track Website
I want to build a platform that allows me to:
Let each client create a secure account
Allow clients to submit their tracking numbers once they receive the "delivered" confirmation from Shein, Amazon, etc.
As the admin, I can manually add each received package (tracking number, weight, date, etc.)
If a client has already registered that tracking number, they’ll automatically see the package info
If no one has submitted that tracking number, it remains “Unidentified” in my admin dashboard
I want the ability to manually assign a package to a specific client from the admin panel if needed
Each tracking number should be linked to only one client account
Required Features
Client dashboard (account, submit tracking, view package history)
Admin dashboard (add packages, assign to clients, manage unidentified)
Security: clients must not see packages that don’t belong to them
Mobile responsive
Preferred technologies: Laravel, Node.js, Django, or your best suggestion
