Custom Flag Simulation Plugin

I'm seeking a developer to create a cloud-compatible plugin for our custom-built PHP website. The plugin should enable a web graphic of a flag image to open in a new page, simulating a flag on a pole, similar to the functionality of Flagwaver on github.io.
I attached 2 images from our website. First shows images and information. I would like to add a button either here or when we click to expand image. From either spot we would go to separate page with flagweaver look but showing our flag image already loaded on flag pole.

Requirements:
- Create a link from a web graphic of a flag image
- Open the image in a new page
- Simulate flag on a pole

Ideal Skills and Experience:
- Proficient in PHP and AWS
- Experience with developing cloud-compatible plugins for custom websites
- Familiarity with image rendering and web graphics
