Create a Multi-Vendor, Custom Jewelry Website

Build a multi-vendor jewelry marketplace website (platform recommendation open)
Brief description:
I'm launching a jewelry brand and need a website built from scratch — not on Shopify. I'm open to your recommendation on the best platform/tech stack (e.g., WooCommerce/WordPress, Medusa.js, custom code, or another open-source solution) based on my requirements and budget. Please include your platform recommendation and reasoning in your proposal.
What the website needs to do:
1. Customer-facing storefront
Browse and shop jewelry (rings, bracelets, earrings, necklaces, etc.)
Product pages with variant options (metal color/type: white gold, yellow gold, rose gold, silver — shown as clickable color swatches, not dropdowns)
Category/collection navigation (e.g., Jewelry → Lab Grown → Earrings, up to 3 levels deep)
Shopping cart and checkout with online payment support (please specify which payment gateways you can integrate for UAE, e.g., Stripe, PayTabs, Telr, etc.)
Mobile-responsive design
2. Multi-vendor marketplace functionality
Vendor registration/login portal — separate from customer accounts
Vendors can upload their own products, set stock/inventory, and manage their own listings
Admin approval required — vendor-uploaded products must sit in a pending queue and NOT go live until I personally approve them
Vendor dashboard showing their own orders, sales, and earnings
3. Order & payout workflow
When a customer orders a vendor's product, the vendor should be notified
I personally handle courier pickup — I need to manually mark an order as "picked up" in the admin panel, and only THEN should the vendor's payout be calculated/released (not automatically when the order is placed or paid)
Vendors should be able to generate/print their own shipping label for their orders (using the customer's address, pulled automatically from the order) — this is separate from full shipping automation, since I don't want live courier rate integration, just label printing on demand
4. Commission & payments
Configurable commission rules (percentage-based, adjustable per vendor)
Vendor payout tracking/history
Please specify how you'll handle vendor payouts (e.g., manual bank transfer tracking, or integrated with Stripe/PayPal payouts)
5. Admin control panel
Approve/reject vendor product submissions
View all orders, vendors, commissions in one dashboard
Manage main store categories/navigation independently of vendor uploads
