Complete Certification Program Management Platform

Certification Program Management Platform — Partially Built, Looking to Complete

I am building a web platform to manage a multi-step applicant certification process from start to finish. A solid working prototype already exists and I need an experienced developer to take it to production.

The workflow: Applicant receives a unique link → completes an application → acknowledges program rights and signs digitally → uploads ID documents via desktop or mobile → takes a 199-question online exam (80% to pass, with study and retry mode) → completes an in-person assessment recorded by admin → system generates all required program documents in a single applicant file.

Already built (working HTML/JS prototype): Full applicant wizard with digital signature and mobile ID photo capture, admin dashboard with unique link generation and SMS/email delivery, status tracking across all steps, and a complete auto-graded exam with save/resume and study mode.

Still needs to be built: Backend and database, automated SMS/email triggers at each step, admin-side assessment forms with digital signature, auto-populated PDF document generation, file attachment support, role-based user authentication, and production deployment.

Stack so far: Vanilla HTML/CSS/JS. Backend and framework are open. All code provided on award, happy to do a walkthrough call.
