City-Scale Web-GIS Development -- 2

I need a robust web-GIS platform that allows public access to view the map layers of data such as roads, footpaths, trees, waterline, manhole cover etc. This data will be provided by me in shape files as an when it becomes available from the government authorities. The platform should also enable a controlled group of admins to manage the data by adding new data layers, modifying existing data, and deleting outdated information.

Essential Requirements:
