Build a website for a fundraising program. Currently VB and access based, looking to modernize.

We have a homegrown app that is used for a fundraising tournament. It currently is VB based, with an Access backend. Using barcode scanners, a user is scanned in, with information, then a fish with a barcode on it get's scanned, that id on the barcode does a lookup in the table, and gets recorded to the user. There is also a leaderboard display, and an option to make a 3rd round, throwing out the lowest weight, and a calcutta, for the smallest combined in 2 rounds. I have the original app, looking to modernize it, maybe use a phone to scan the barcodes, publish results to a webpage, so people can view it via their mobile, and maybe even have 100% running in AWS/Azure.
