Recreate an accordion-style piece of content using Bootstrap 5.3.

# SUMMARY

We need a clean, standards-compliant Bootstrap 5.3 accordion component built with HTML. The accordion parents and children link to various PDF files.

The accordion content will be structured as follows:

21 Parent-level items
50 Child-level items total (distributed unevenly)

Most parent-level items will have no child items.

# DETAILS

Use Bootstrap 5.3 accordion components and conventions.

Implement the hierarchy exactly as provided (Parent → Child mapping).

Parent items with no children should display normally and must not render empty child placeholders.

Child items should appear only when present.

Keep markup clean, semantic, and easy to maintain or extend.

No custom JavaScript required beyond standard Bootstrap behavior.

Default Bootstrap styling is acceptable. No heavy custom CSS required.
