Agency Activity Reporting Website

We need help building a website for a nonprofit where clients can report the activity of an agency and its partners. The site will be used both internally and by clients.

Key Requirements:
-User Story 1: As a community member, I want to be able to report when I encounter agency activity so I can make my community aware.
AC 1a - submission page must allow community members to enter free text, click check boxes, attach photo and video file formats with all metadata preserved, and force read/accept terms and conditions.
AC 1b - All form functionality must also work with mobile
-User Story 2: As an admin, I want to be able to consolidate the data and files submitted in reports so I can use and store accurate, clean records.
AC 2a - system must consolidate text, files, and metadate into a single row
AC 2b - resulting data must be usable by Access or Power BI
User Story 3: As an admin, I want to be able to be able to feed data from Power BI into a heat map to be displayed on a web page on my site.
- Data input via:
- Webform entry
- File uploads (CSV, Excel)
- Possibly API or SFTP integration

Ideal Skills & Experience:
- Web development expertise
- Experience with data input systems
- Familiarity with report generation and user access controls
- API and SFTP integration knowledge
