Add Classified Marketplace Section

My site, topoqraf.az, is a custom-built platform for the Azerbaijani geodesy and surveying community. I now want to enrich it with a fully-featured buy-and-sell area where members can list, promote, and manage equipment ads.

Core user flow
• visitors create an account or log in with existing credentials
• they post an ad, upload photos, set price, location, and contact details
• they can later boost any listing to VIP / Featured status through a paid upgrade
• checkout must accept local bank cards and the most common domestic payment providers (I will supply their APIs)

Back-office necessities
• a moderation queue to approve, edit, or remove listings
• controls to create / edit VIP packages and pricing rules
• dashboards for users, orders, and payment logs

I will share the current codebase layout, database schema, and all brand assets once we connect. Please let me know:

1. the technology stack you propose for the marketplace and payment integration
2. the total project cost broken down by major milestones
3. a realistic timeline from kickoff to launch (including testing and bug-fixing)
