Custom Web App for Import/Export Customs Disposition Management (Multi User SaaS)

I am looking for an experienced web developer or development team to build a custom web based application for managing customs dispositions for import and export of goods.

The system will be used to simplify and organize customs documentation and related data. It should allow structured data entry, reuse of stored information, storage of documents, and creation of customs disposition documents for import and export based on previously entered data.

The website should be built as a multi user SaaS platform. Different users or companies should be able to register and use the platform by paying an annual subscription fee.

Main purpose:
The website or app should help manage all import and export operations in one place, with reusable databases, document generation, and storage of all related files under each transaction.

Core requirements:

Master databases
The system should include databases for reusable records such as:
Company names
Suppliers
Customers
Freight forwarders
Products or items
Customs tariff codes
Delivery addresses
Contact persons
Other data needed for customs disposition preparation
Customs disposition creation
The system must allow creation of:
Import customs disposition
Export customs disposition

The customs disposition should be generated automatically based on selected and previously entered data.

Document attachment and storage
Each import or export reference must allow document storage and file attachments.

For example, if I am importing goods under reference number 2026-13, I should be able to attach and store documents such as:

Packing list

Payment confirmation
Other related files

Each reference should act as a complete digital file or case where all related documents and data are stored together and can be reviewed later.

User input and document generation
Users should be able to:
