Basic Web Page Build for SMO

I’m looking for a developer who can put together a small, no-frills website that gives my idea an online home. Because the budget is tight, I only need the essentials:

• A clean, responsive layout that works on desktop and mobile
• Up to three simple sections (home, about, contact) with placeholder text and images I can swap later
• Lightweight HTML / CSS / vanilla JS—no heavy frameworks unless they keep the footprint minimal
• Delivery of all source files plus a short read-me so I can edit content on my own

Feel free to suggest whether a single-page or multi-page structure makes more sense once you see the content. The design direction is flexible as long as it looks modern and uncluttered.
