refresh a web profile page & alert appointment is available

I am trying to book an appointment from a US embassy. after payment for the cost of visa, my application is stuck to find an appointment. i need a solution to refresh the page and let me know as soon as an appointment becomes available so that i can book a time. unfortunately, many Online extensions already available such as check4change do not work. The issue is this page does have ONLY one path (link) but with also has a drop down look up list. as shown in the attached photos, i need to select the Dubai option to check for appointments. note that the path (link) does not change in 3 cases of Dubia, no item selected or AbuDhabi!!! That is why none of the available plugins work... i need something to figure out refreshing the page AND select Dubia from the list (while the path/link doesn't change after Dubai selected).
