Value/surebet finder between 2 bookmakers

Hello everyone. I need a tool that informs me when a value bet or a surebet appears between 2 bookmakers.
The tool must be up and running 24/7 and be updated with the latest odds changes all the time.
We also need to match every bookmaker1 market with bookmaker2 markets, except of the three ways markets. I will keep it for now in 2 way markets only- eg over 2.5 goals in bookmaker1- under 2.5 goals in bookmaker 2.
When we have a value/surebet I have to be informed somehow (email / telegram / whatever) with the event-market-odds-surebet % for both bookies.
