Download data files from hierarchical website

This website contains links to score summary data for the STAAR test given to Texas students in every year from 2011-12 to 2020-21:

Each link goes to a page with data summarizing students' test scores in different grades and subjects for the given year. I would like you to download all the data in comma-delimited format, at the school and district level (not the state or region level). The data files will have the suffix .dat. Please change it to .csv.
In addition, please download, in text format, these files describing the variables, formats, and descriptions:

Again, please change the file suffix .dat to .csv.
Please return the files to me in a zipped folder.
There are approximately 200 files, so it will be best if you can automate the process. Thanks!
