led sign Countdown Timer Development

I'm looking for a developer to create a countdown timer on a led sign

it uses a windows wifi connection, we can use a esp32 if needs be.
I want so i can open a page on my phone, set a time and press go, it then counts down, when to zero it says a message which will be there too,
Also want so i can set the time on and message on the page, and a button connected to the esp32 gpio so when i press that it starts counting down and another button to reset it.
Requirements:
- The timer should be implemented on led sign
- When the timer reaches zero, it should display a message.
