Looking for a web developer to work as a technical consultant

We're looking for a web developer with web/mobile development experience, who can work as a technical consultant. The role is to understand/summarize clients' requirements and manage client relationship.
The candidate should have experience with the following:
- Native English
- 2+ years’ experience in web development
- Familiar with web fundamentals like HTML, CSS, Bootstrap or Tailwind, frontend Javascript frameworks or libraries like ReactJS
- Plus if you have experience with backend frameworks like Java/Spring, Django, Ruby on Rails, .NET Core, etc.
