Looking for an experienced Windows data acquisition to webservice reporting platform developer

Our company develops an access control system that currently utilizes an outdated, MFC based windows application for management and reporting. In a move away from the current Windows-specific platform, we are looking for an experienced developer to build a transitional Windows data acquisition application coupled to a remote, web-based reporting platform.

For the first stage of this project, the windows-based data-acquisition application will be developed, preferably written in C#, but will consider C++ or VB.NET, supporting 32 and 64-bit versions of Windows 8 and above, that interfaces with one or more hardware microcontrollers over a standard USB Serial to RS-485 communications topology. The application will utilize an existing serial communications API, a non-MFC DLL, to query target hardware controller(s) for available data transferring only new data (appended) securely (via TLS 1.3) to a LAMP-based RESTful web service (or similar) with back-end database (MySQL) that must also be created as part of this project.

Along with the windows application, related data from a remote, 3rd party web-based member management system exported as a csv file will also need to be incorporated and transferred to the remote database via the same web service. Additions and updates to both sets of data will require corresponding (add, append, update) changes to the database tables. All data “synchronization” will run on a scheduled basis following a model like an asynchronous message queueing service sending all changes since the last run time while ensuring successful transfer of data.

The second stage of this project will require the creation of a web-based reporting system running on the same LAMP platform utilizing the accumulated data allowing users to selectively display several aggregate and individual data reports along with supporting visual graphs based on the user-specific login information and selection criteria.

Other Considerations

The Web-based reporting platform must be scalable to many 10's of thousands of records permitting simultaneous access from numerous accounts across the world. Further, security and data integrity are of paramount importance, and appropriate error handling and access logging should be included.
