Logo Magic: Design & Export Tool

I'm looking for a skilled developer to create a user-friendly virtual application that enables customers to import their logo and design personalized layouts on square paper. The finalized design should be exportable as a vector file. Here’s what I am envisioning for the application:
Key Features Needed:
Provides 2 options to customers:
-First, replace the logo in 5 options (predefined by us - i.e. just replacing the logos on the specified grids, for example one of them could be replacing the KStar logo with the required logo in the attched file).
-Second, allow the customer to modify the design - i.e. select their own pictures (from a preset list of vector image options provided by us) and apply their logo in a partially D.I.Y. design. Which is subject to the basic rules required for printing. They should be able to manipulate their logos, including adjustability in size, rotatability, changeability in color, and the ability to duplicate their logos.
- **Support for Multiple File Formats:** Supports customer logo uploads directly from a computer, importation from social media, and the ability to capture an image using a camera. The application must allow users to import logos in JPEG, PNG, and SVG formats.
- **Design Tools:** Users should have access to:
- Text editing to add custom messages or descriptions.
- Shape customization for creating unique borders or patterns.
- A comprehensive color selection tool for background and text colors.
- **Repetitions Feature:** This unique function should let users:
- Control the size of elements being repeated.
- Adjust the spacing between repeated elements for a cohesive look.
- Randomize repetitions to create dynamic and visually captivating designs.
