Create new software/app to scrape web data, store and display

I am looking for a Web App developer to create a new application for me.

The application should be built to do the following:

- Create a new design with greay ui/ux.

- Website should have login screen with username/password requirement.

- Each user should have specific securities for what data they are allowed to see.

- Scrape certain data from multiple websites

- Upload the data (images and data) to the software constantly to keep it updated.

- Data should be able to be sorted, filtered or searched by users. Data should also have export function to excel.

- It is critical that we have good backend server to store all of the data as it will continue to grow every month

- Admin should be able to upload new data and edit data that has already been uploaded.

- Stage 2 will be to create an ios app to do the same functions with the same data.

I am looking for a flat rate to do the whole project.
After the project is over, I would want availability for support/adjustments to be made which can be on an hourly basis.
