Business Continuity Plan Builder

I’m putting together a web application that lets me design, store and maintain complete business-continuity plans from a single dashboard. The core of the platform is a guided wizard that lets me start a new plan for one of four profiles—Individual, Couple, Family or Small Business—and then walks me through a detailed impact assessment for each. At every step the tool needs to score the Financial, Legal, Compliance, Customer, Reputational and other impacts I define and, once I finish, automatically rank the resulting functions in order of criticality.
I also want clear, access-based permissions. Three access groups—admin, editor and viewer—should control who can see or modify plans, reports and settings. In practice that means viewers get read-only dashboards, editors can update content, and admins handle user management and site configuration.
The application’s workspace is divided into the following modules, each with its own data entry screens and report views:

Navigation should feel consistent across modules, and any data I enter once (for example a risk scenario) should be reusable in other areas. Export options to PDF and Excel will make audit-ready reports a click away.
My ideal delivery window is roughly three months, though I can be flexible if we agree on staged milestones that keep progress visible.
