I need an AI powered Spend Classification WebService or API

Some of my clients have very messy spend data. I need to extensively clean it and then classify it to a certain taxonomy. I need a "thing" that can take the description, such as "Nut 11x11 Brass" and give me a set of categories, such as: "Category Level 1: MRO, Category Level 2: Hardware, Category Level 3: Nuts and Bolts".
Ideally this would be an API call so that I can call it from Excel or from SQL. Are you up to the challenge? Let's discuss. I won't award quickly, as I'm sure there will need to be a lot of investment in this.
