Receiving bulk strings consisting of USA phone number&its token string (for receving the verificode)

my requirements are below:

1. developer will provide a web program or a local program in the desktop where the user can input the total required quantity of USA phone numbers and his/her own email adress.

2. user can get the expected USA phone numbers in a string (pls check the screenshot )which contains the unique usa phone number and a unique url with token after the user have paid the amount of the required quantity of the phone numbers for the api provider(developer has to look for the api and evaluate the cost of each usa phone number).

3. the cost of each phone number should be less and equal to 0.14 USD, the phone number is cheap because the phone number can be invalid after 10 minutes, and the purpose of having these kind of phone number is used for receiving the verification code for the string which i already mentioned in the point 2.

4. After the payment to the api provider, a file in .txt and .csv format will be downloaded automatically and will be sent to the mail which is provided by the user since the beginning.

5. the payment method to the api provider is alipay or wechat pay.

Q&A:
1. Question: unique url with token after the user have paid the amount of the required quantity of the phone numbers for the api provider (Didn’t got this point)

2. Question: receiving the verification code for the string (What that means?)
AW: it means the user can see the verification code after he input the unique token url from the string (pls check the screenshot) into the browser, after the user use the provided phone number for the resgistration of any account like amazon.

3. Question: payment to the api provider (What that’s mean)
AW: because the bulk usa phone numbers are supposed to be provided by some big phone number platform, each phone number is charged by those platform for each generation of phone number.(If i understand it correctly)

4. Question: how many numbers you wanna me to provide you sir
AW: the phone number i need is unlimited, i need as many as the api can provids, it can be 1000 phone numbers r needed DAILY.

5. Question: Which api we are going to use
AW: im expecting u can tell me, because i already define the cost of each phone number, should be less than 1 USD

6. Question: you will only recieve sms on those phone numbers???
AW: only verification code, after receiving this code, i don't need the corresponding number any more. Or in a better word, i won't use that phone number anymore

7. Question: what is your pa,yme.nt gateway
AW: Wechat pay, alipay, stripe
