Notice of Expression of Interest for the Recruitment of a Cabinet for the recruitment of a consultant (firm) to develop the collaborative platform of the Ministry of Finance (MF)
The Islamic Republic of Mauritania has obtained a Grant from the International Development Association (IDA) for the financing of the Public Sector Governance Project (PGSP) and intends to use part of the amount of this Grant to carry out the payments under the mission entitled: "Recruitment of a consultant (firm) to develop the collaborative platform of the Ministry of Finance (MF)".
Specific objectives of the mission:
Allow a group of users to work collaboratively in a single workspace without necessarily being together by accessing the most common web applications: messaging, office suite, document sharing, instant discussions, meeting management, calendar or network social. All data is stored, secured and accessible on a collaborative platform administered by the Cabinet of the Ministry of Finance.
In addition to traditional services, the purpose of the collaborative tool is to enable stakeholders to monitor the progress of the tasks of an action plan for better visibility of progress towards the accomplishment of the 'objective. More explicitly:
Realization and monitoring of a schedule of people assigned to project tasks
Making files or resources available to employees for working
Updating and editing of ongoing tasks by multiple users
Real-time synchronization of documents and task information additions
Expected results and products of the mission:
After the deployment and testing and production of the Collaborative Platform at the Cabinet of the MF, the Consultant is expected to deliver the following elements:
An electronic medium containing the entire recipe: Programming source codes, Backup copies of the databases created, Access parameters and Manuals and/or user guides;
A final report of the service;
A report on the training of administrators and animators of the Platform
Profile of the consultant (firm)
Interested consultants may express their interest in providing the services described in the attached terms of reference. They must provide information and references demonstrating that they have the required qualifications and relevant experience in the design, development and integration of IT solutions. To this end, the firm must provide proof that it has carried out at least two similar missions.
Any legal person with the necessary skills may be retained for the realization of the project covered by these terms of reference.
The firm's team must include the following profiles (which will not be evaluated):
Engineer (or BAC+5) in development and integration of IT solutions with at least 8 years of professional experience in the field of Web and platform design and development;
2 programmer analysts with at least 5 years of experience in web development.
Duration of the mission
The estimated duration of the mission is six (06) months maximum.
Profile of the consultant (firm)
Any legal person with the necessary skills may be retained for the realization of the project covered by these terms of reference.
The firm's team must include the following profiles (which will not be evaluated):

2 programmer analysts with at least 5 years of experience in web development.
