Develop a multi-functional app - Step 1: create a dynamic side menu

Hello, and thanks for your interest in my project.
I am the final user (not creating an app for someone else), and this is the very first step of a larger project whereas we develop a vertical side menu (the likes of MS Outlook)
The app is the mobile version of an existing web app written in PHP over a MySQL database. The web app has over 100 modules.
We already have a mockup and we have a clear view of the final menu, its behaviour and functionalities. Here is a summary:
1. the menu is hidden by default and is swiped in.
2. the menu is two sectors:
a. next to the border is the "master" menu made by icons with title (we provide the icons)
b. towards the center is a "sub-menu" of text items divided in groups
3. On the top-center corner of the sub-menu there is a gear that when tapped/clicked:
a. turns in a check-mark to save the changes
b. enables to switch the menu left/right (this will invert the position of the master/sub-menu)
b. enables the sub-menu's groups to be repositioned vertically.
4. In the master a few items are fixed while others depends on the user's permissions
5. Based on user's permissions, there are a number of additional master/sub items available
6. User can change color scheme (we will provide the palettes)
7. User can hide/unhide its additional menu-items
MOST IMPORTANTLY, THE MENU SHOULD ALSO WORK AS A WEB APP
