API Connector for our Web app - Fast and open source

Hello,
We need a recommandation for a fast and open source API connector to connect our laravel web app with other apps (including AWS) but also C# using different methods: web and soap.
Also this connector should be able to help us put conditions and rules on what to send as request based on what we are receiving.
Ex:
1. Content copy.
Ex: Content from certain variable in the web app would be used in other variable for the out API.
2. Concatenate content.
Ex: Content from diffent variables in the web app needs be concatenated before sending it to API.
3. Content based action
Ex: If we have a certain value for a variable in the web app we would generate an different action on API.
And so on.
