Laravel Site Bug Fixes

Hello,
I have a website that needs dozens of small and super small fixes, in addition to four larger ones. These are:
1- Change the design entirely
2- Implement the ability to organize webinars
3- It is multilingual, but I want to be able to upload the translated entire website via an Excel sheet
4- Upgrade to a newer version of Laravel and vue.js
The website is built in Laravel and vue.js
Budget is between CAD$500 and $800, depending on how fast you can complete the job
