Device control interface with Vue.js

I am looking for a developer to: (1) build a simple web Vue.js interface to exchange data through web-socket with a command-line app build with Node which in turn communicate with hardware device through serial port. (2) update the command-line app with electron or other tools to convert it into executable code running on windows.
