Convert Single HTML Page to Vue Components with Neat CSS

We have an HTML page, which uses some external JS libraries to render charts, some libraries uses jQuery. The HTML page contains a few popups. Some work in this project has already been done.
The HTML page's current CSS is close but not acceptable.
You should write CSS according to our design in JPG.
You need to have top level CSS skills so that no duplicate CSS definition exist on the result.
You have to work remotely on my computer via TeamViewer.
