Looking for a Vue js app to be built utilizing local storage

My company builds software for the mining industry and we're looking for somebody to start off a Vue.js app which downloads data (stored in an MS SQL Server database) to an Android tablet, twice a day and stores any changes in the local database and then saves back to SQL Server (when manually triggered and wifi connection is available).
I'm looking for availability and a ballpark figure on how long it'd take to put together a page which reflects the attached image (bearing in mind that the number of rows may change but the number of columns will remain fixed). A more detailed specification will be provided before signing off on an agreed price.
