Vtiger 7 open source integration with Exotel

I need to integrate vtiger 7 open source with exotel cloud telephony services. During an inbound call, either a lead should get created or an existing lead record should get popped up. Also a call recording link should be stored after the call is completed. Let me know if you can complete this requirement.
