Windows VPN Data Automation Suite

I need a Windows-compatible desktop application that can switch on its own VPN connection, cycle through a defined workflow, and process data pulled from one or more Excel workbooks in every loop. The idea is straightforward: the moment the app starts it should establish a secure tunnel (supporting OpenVPN, IKEv2, and L2TP/IPsec), fetch the latest spreadsheet, run my transformation logic, write the updated results, disconnect or rotate the VPN endpoint as required, then begin again—creating a continuous circular process with minimal user intervention.

Excel will be the exclusive input/output format, so native reading, writing, and error handling for .xlsx files must be solid. A simple UI that shows current VPN status, file processed, and loop timer is enough; command-line switches for silent mode would be a plus. Reliability matters more than visual polish.
