VPN service based on v2ray solution

I am looking for a skilled freelancer to develop a VPN service based on the v2ray solution. The VPN service should be suitable for both personal and business use. We will divide a project into 2 iterations: first we will launch a VPN server and a client app for android and iOS that is build from an open-source solution with a preferred branding. Second - we are going to launch a web panel that would be responsible for billing and user management and server monitoring (list) this will also need to upgrade an application and publish it to the app stores.

Preferred Protocols:
- VLESS
- Shadowsocks

Budget:
- $100-400 per 1-st iteration (depending on your portfolio and offer)
- $500-1000 per 2-nd iteration (depending on your portfolio and offer)

Ideal Skills and Experience:
