Repair Mikrotik IPSec Tunnel

My IPSec tunnel comes up fine on the remote server, but on my Mikrotik RB5009 I constantly see “Security Associations (0 up, 1 connecting)” and never get a Phase 2.
I’ve already put in the Phase 1 settings with a pre-shared key and added what I believe are the right policies, yet something is still off and I’m no longer sure where the mistake is.

Here’s what you will be walking into:
• Hardware: Mikrotik RB5009 (RouterOS v7)
• Auth method: Pre-Shared Key (PSK)
• Policies: Created, but I’m uncertain they’re correct.

Your task is to locate the mis-configuration, adjust the peer / proposal / policy details as needed, and verify that Phase 2 comes up cleanly on both ends. The job is finished when the tunnel shows as “established” on the Mikrotik and passes traffic reliably.
