Home vpn set up -- 2

I need a VPN that's location is out of country so I can watch out of market NFL games live. I have heard you can use international game pass to accomplish this. I tried multiple VPN services on my ipad and phone but the location still shows as my current location in Los Angeles when I try to sign up for the app even though the VPN shows connected in a different country. Please help, I just want to watch football
