e-telecommunication engineer to set up a virtual customer hotline

Hi,

We need to convert a phone number into an efficient customer service hotline system that connects customer calls to a voip service to our customer-service-agents via cloud, and would like someone to guide us through the process. We prefer to self-host as much of the service as we can.
We have not set up any infrastructure yet.
