VOIP(sip) number not receiving calls when the app is not open

I have voip.ms number using Zoiper or Linphone apps. I am able to receive calls only when those apps are explicitly open otherwise not receiving any calls?

I refreshed my iOS settings and contcted Apple support , if they can help. it appears that an issue with app only

I seen lot of forum with same issues, but couldn't find any result.
