Telegram Bot, Able to make calls

I see a bot project on telegram, i like the concept ! and i wanna copy this bot, if there anyone who think are good to create telegram bots, able to make call to phone numbers, and speech the text ! once personne enter the information, bot have to be able to extract the information, and send it back on telegram ! to manuelly confirm if the answer was good or no
